		<description>Using CSS certainly makes site navigation a lot easier than JavaScript. Primarily because a disabled JavaScript breaks down site navigation.

However, from a usability and accessibility point of view, long/cascading menus should be avoided. 
Screen readers readout list tags! A list with 11 items would read like - 
"A numbered list with  11 items. 
Bullet link (..) 
Bullet link (..) 
..."
11 times!
Now, imagine having 5 menu items, each with drop-down and cascading menus. This could be maddening to a visually impaired individual. 

Horizontal pull-down/cascading menus break so many usability guidelines, and could be easily avoided by having a better page layout and organization.</description>

Maybe a graphic or on page example would be great so people can understand your lingo.  I don't necessarily know the correct name for it.  But I use the term flyout or flydown depends on the placement on the page.

None the less they are great for seo.  Using the unordered list creates a sense of organization and relevancy amongst links in each list which makes each more relevant for SE.  Another good point is that this method works in text browsers as well were some JS does not.
